When a number is raised to a negative exponent, change the exponent to a positive number and put the number and exponent under 1:

3^-2 =  1/3^2 = 1/9

Answer: 1/9
I know that powers can be very hard to catch on to but once you get it you will never forget it. The answer is 1/9
